Special & Regular Session Fundraising Rules

With an anticipated Special Session looming in mid-February and the regular legislative session beginning in April, certain fund-raising restrictions come into play for Louisiana registered lobbyists and state legislators. Under RS 24:56.1 “no fundraising function shall be held for or by a legislator during any (special) session of the Legislature . . . unless notice of the function has been filed with the board (of Ethics) no later than two business days after the issuance of the proclamation stating the objects of the session.” (edited by author)

For events held during a regular session, no function can be held unless written notice has been given not less than thirty days prior to session (April 10) under RS 56(A). Otherwise, no lobbyist, for himself or for his principal, can offer or provide to a legislator or his committee any campaign contribution or loan resulting from a fundraising function held during session; and no legislator can solicit or receive any contribution or loan for himself or his committee from a lobbyist or his principal resulting from a fundraising function held during session. –Burland & Maloy, LLC
